Bill Shorten has vowed to finish the work of building a responsive and supportive National Disability Insurance Scheme (NDIS) but to realise this promise, major work must go into re-orienting the way the government goes about managing and regulating the scheme.

Big changes to the NDIS have been earmarked by new review findings, which call on the public service to “steward” the transformation needed to make the scheme affordable, fit-for-purpose and likely to stand the test of time. The Australian Public Service Commission (APSC) has been tasked with running a rule over the key agencies responsible for administering reforms to the scheme to be sure they are on track.
