IBAC gets permanent commissioner after a year

The new commissioner for Victoria’s integrity watchdog is deputy public interest monitor Victoria Elliott.

Currently serving her third term as a deputy PIM, Elliott will take over the role of commissioner of the Independent Broad-based Anti-corruption Commission (IBAC) from acting commissioner Stephen Farrow on December 16.

Her term is for five years, with her appointment having been considered by the Victorian Parliament’s integrity and oversight committee.

She has been a deputy PIM since 2016, currently serving her third term.

Elliott implemented the PIM’s Witness Protection and Police Detention monitoring role in collaboration with Victoria Police.

The IBAC appointment marks a return for Elliott, who was a managing lawyer there from 2013 to 2016.

Before the IBAC role, she was also a managing lawyer at the Office of Police Integrity, involved in the first public hearings on police misconduct.

In 2005, Elliott was admitted to practice as a barrister and solicitor at the Supreme Court of Victoria and the High Court of Australia

Elliott has a master of criminology and a bachelor of arts from the University of Melbourne and a bachelor of law from Monash University.

Victorian attorney-general Jaclyn Symes said Elliott’s extensive legal experience and unique knowledge of the integrity sector made her the right candidate for the role.

“I give my sincere thanks to Stephen Farrow for overseeing IBAC through this transition period and continuing to provide sound judgement and leadership,” Symes said.

Farrow had been acting as commissioner since December 2022, when Robert Redlich left the commission.
