Governments claim to have plans and schedules. As is in the nature of politics, these can either be foiled, corrupted or abandoned altogether. The business of government then becomes one of managed chaos. Scripts must be torn up, and new ones authored. 

Managed chaos is the sort of thing that might describe the current situation with the Morrison government.
